Brief account : 

Following a QNH communication error the crew conducted 2 successive IMC approaches 280 ft lower than expected. The first ended in a go around outside the airport with only 6 ft ground clearance.  

Crew-related factors : 

The root of the incident was a combination of a communication error resulting in  altimeters miss-set by 10mb (280 ft)for 25 minutes, As the ILS glideslope was unavailable 2 approaches were carried out using RNP guidance down to LNAV/VNAV minima.  The actual weather was significantly worse than reported on ATIS and
